Walk into any food manufacturing facility and ask to see the HACCP plan, and you'll get a document that accounts for nearly all the food hazards on its way from raw material to shelf. Temperature. Sanitation. Allergens. Packaging integrity. It is, by design, exhaustive.
Ask to see the knife a line worker used an hour ago, and the story changes. It might be a personal utility knife from home. It might be whatever was left in a drawer. It's not always something the facility's own food safety plan actually specifies.
That gap, between what a HACCP plan requires and what's actually in a worker's hand, is not a small oversight. It's a documented, addressable risk that most manufacturers have simply never been asked to close.
A problem hiding in plain sight
Cutting is one of the most repeated actions on any production line, and one of the least scrutinized. It shows up dozens, sometimes hundreds, of times a shift: cutting shrink wrap and banding, opening cases, cutting bags. Because it's routine, it tends to get treated as incidental rather than as a control point.
That has real consequences on two fronts. For the product, an unmanaged cutting tool is a contamination pathway: metal fragments, cross-contact, blade material that has no business anywhere near food. For the worker, it's one of the most common sources of injury in manufacturing environments. Lacerations account for roughly 30% of all workplace injuries, according to the Ohio Bureau of Workers' Compensation, and OSHA estimates the average cost of a laceration claim at $46,000. Multiply that across shifts, lines and facilities, and the exposure adds up quickly, in both human and financial terms.
Most facilities aren't ignoring this on purpose. They're managing it the way most operational blind spots get managed: informally, inconsistently, and without a standard. A HACCP plan can name metal or plastic fragments as a hazard. These metal and plastic fragments can come from the cutting tool, but the HACCP plans rarely name the tool
Treating the tool like the rest of the plan
The fix isn't complicated, but it does require treating cutting tools the way the rest of a food safety plan is treated: as something to specify, standardize and document, not something to leave to whoever's on shift that day.
